He explains that one of the main benefits of investing in a rural area is the minimum investment amount. Four nations have taken steps to cut back immigrant investor requirements, such as the United States, and Canada, while they waited for their EB-5 visas to mature by also investing in other countries.

The EB-5 visa program gives foreign investors a green card and path to citizenship, and is increasingly popular with wealthy individuals seeking to immigrate to the U.S. However, some have raised concerns that the program didn't amount to an intentional attempt to influence investors like those that have recently been accused of trying to gain access to the U.S. through investment.

But unlike with H-1B visas, EB-5 immigration-by-investment visa holders don't have to invest in a specific enterprise or job creation, but can instead invest in a variety of projects that meet the qualifications for the program. This allows foreign investors to get a two-year green card in return for investment amounts as low as $1.05 million. This can be reduced to $800,000 if the investment is made in a rural area or an area of high unemployment.

Most Direct EB-5 investments are in franchises, hotels, restaurants, and other businesses that require large capital investments. However, these investments come with certain requirements, such as the requirement to create a certain number of jobs or to make a certain amount of improvements to the property or business. Chief among them is the requirement to spend a significant amount of money on the business over a set period of time.

Thus an $800,000 EB-5 stake will now cost the investor $1 million; presumably that will tend to discourage such investments that result, as the investor must now make a greater investment to get the same return. Additionally, the increased cost of the investment may make it more difficult for those with more limited capital to participate in the program.
