Foreign investment into China is expected to remain strong in 2023, according to the annual Central Economic Work Conference. The top economic planner in China aims to boost domestic consumption and attract foreign investors as the country seeks to revive its economy.

V K Vijayakumar, Chief investment Strategist at Geojit Financial Services in India, said that Foreign Portfolio investors (FPIs) invested a net sum of Rs 11,119 crore in the Indian equities in December. This marked the second consecutive monthly inflow for India, despite global economic uncertainty.

However, China has remained a strong magnet for global investors over the past three years, with the country's landmark Foreign investment Law (FIL) coming into effect in December 2019. The FIL encourages foreign direct investment (FDI) in the Chinese market by providing a more favorable legal framework.

Harendra Kumar, the managing director of Elara Capital in India, said that there is a potential for foreign investors to move from China to India. He believes that the beginning of an investment cycle-led rally could be on the horizon.

An example of foreign investors leaving China is the Canadian government ordering three Chinese investors to divest their investment in Canadian lithium companies in November. This could be the start of a trend of foreign investors leaving China in favor of other countries.

The key regulators of foreign investment in India are the Department for Promotion of Industry and Internal Trade (DPIIT) in the Ministry of Commerce and Industry, Indian government, and the Reserve Bank of India (RBI). The RBI regulates FDI in India and has put in place a series of regulations to ensure that foreign investment are consistent with India's economic interests.

The US investment ban on Chinese companies is likely to have a ripple effect on foreign investment in China. The US has already imposed sanctions on Chinese companies such as Huawei and ByteDance, and is likely to continue to restrict foreign investment into Chinese companies.

In conclusion, foreign investment into China is expected to remain strong in 2023 despite some headwinds. The country's landmark Foreign investment Law is encouraging foreign direct investment in the Chinese market, and the top economic planner in China is aiming to boost domestic consumption and attract foreign investors. However, the US investment ban on Chinese companies could have a ripple effect on foreign investment in China.
